Strangely, some people find that they can smell one type of flower but not another, _9_ others are sensitive to the smells of both flowers. The homeless make up a growing percentage of America’s population. _1_ homelessness has reached such proportions that local governments can’t possibly _2_. Part of the problem is that many homeless adults are addicted to alcohol or drugs. And a significant number of the homeless have serious mental disorders.
