有套和从句。the trouble is that…是表语从句结构。后一个that引导的是修饰rebound的定语从句。
[句子翻译]

[翻译技巧]
part of the recent acceleration不可译为“一部分的最近的加速”，而是“最近加速部分是由于”。business cycle是指“商业周期”。
